Call upon Israeli academics

European Jews for a Just Peace, being a part of the international solidarity movement supporting the human and political rights of Israelis and Palestinians alike, calls upon Israeli academics to boycott the continuing presence of the Israeli army on Palestinian territory.

We know that many members of the Israeli academic community and indeed many other sections of Israeli society understand that such a presence is the core of the problem.

Under these circumstances, it is no longer sufficient to oppose the occupation quietly. Now, it is necessary to campaign against it as loudly as possible.

Drawing on past experiences of peace and human rights movements in Europe, we think that it is first necessary to expose, and then to break, all academic ties with the occupation - with its apparatus and support efforts, including military research - and with settlements and settlers.

We ask Israeli teachers' and lecturers' unions to pass resolutions that make their opposition to the occupation clear and commit them to campaigning against it in their professional areas.

Academic freedom is indivisible. Yet for Palestinians the right of access to education at any level, let alone to freedom of speech at the highest level, is denied by Israeli authorities.

The barriers erected by the successive Israeli governments preventing access to education for Palestinians must be condemned and lifted.

Israeli academics and teachers are among those best placed to pressure their government in order this to happen as soon as possible; Academic freedom - as well as general and specialized education - represents an inalienable human right that must be explicitly acknowledged, vigorously defended and determinedly promoted by the Israeli academic community for and with the Palestinian academic community.

Take action!

We are distributing this statement to European academic and teaching unions. We urge those who wish to support the end of occupation by their Israeli colleagues as stated in our statement to either:
1. Sign the statement as it stands
2. Use the statement as a basis for a resolution from your own trade union. For example, you could ass a line calling on Israeli academics opposed to the occupation to refuse to do reserve duty beyond the 1967 cease fire lines - i.e., in the Occupied Territories.
In either case, please send the statement with your signature, or the resolution from your union for forwarding to Israeli unions, Knesset members and peace campaigners in Israel and Palestine.
We will publish the first batch of signatures in four weeks. The next batch will be sent four weeks after the start of the 2005-2006 academic year, this autumn.

APPEL AUX UNIVERSITAIRES ISRAELIENS

Les « Juifs Européens pour une Paix Juste », partie prenante du mouvement de solidarité internationale qui soutient la cause des droits humains et politiques des deux peuples israélien et palestinien, appellent les enseignants israéliens à boycotter le maintien de la présence de l'armée israélienne sur le territoire palestinien.
Nous savons que dans la communauté universitaire et dans de nombreux secteurs de la société israélienne, nombreux sont ceux qui ont conscience que cette présence constitue le cœur du problème.

Dans ces conditions, on ne peut plus se contenter d’une opposition discrète à l’occupation. Il faut désormais se mobiliser vigoureusement contre elle.
Notre expérience de la lutte pour la paix et les droits de l’homme en Europe nous a enseigné qu’il faut dénoncer et rompre tout lien entre les universités et l’occupation, les colonies et les colons. Et refuser l'utilisation de la logistique et du personnel universitaire par les forces d'occupation y compris en ce qui concerne la recherche militaire.

Nous appelons les syndicats d’enseignants et d’universitaires israéliens pour qu’ils votent des résolutions prenant clairement position contre l’occupation et s'engagent dans la campagne contre elle dans leur domaine spécifique.

La liberté de l'enseignement est indivisible. Mais le droit d’accès à l’éducation, à quelque niveau que ce soit, est refusé aux Palestiniens par les autorités israéliennes, sans parler de la liberté d'expression au plus haut niveau.

Les obstacles dressés par les gouvernements qui se sont succédé en Israël pour empêcher l’accès des Palestiniens à l’éducation doivent être condamnés et doivent être levés.

Les universitaires et les enseignants israéliens sont les mieux placés pour faire pression sur leur gouvernement, afin que cela puisse arriver les plus rapidement possible.

La liberté universitaire, l'éducation générale et l'éducation spécialisée, constituent un droit inaliénable que la communauté universitaire israélienne doit reconnaître explicitement, défendre vigoureusement et promouvoir avec détermination, pour et avec les universitaires palestiniens

LLAMAMIENTO A LOS DOCENTES UNIVERSITARIOS ISRAELIES

Los « judíos europeos por una paz justa » integrante del movimiento de solidaridad
Internacional que apoya la causa de los derechos humanos y políticos de los dos pueblos, el israelí y el palestino, llaman a los docentes israelíes a boycotear la permanencia de la presencia del ejercito israeli en territorio palestino.

Sabemos que entre los universitarios y en numerosos sectores de la sociedad israelí, muchos son conscientes que esa presencia constituye el núcleo del problema ;
En estas condiciones, una oposicion timida a la ocupacion, ya no es suficiente.
Hay que oponerse a ella con firmeza.
Nuestra experiencia en la lucha por la paz y los derechos humanos en Europa nos enseñó que hay que romper todo lazo entre las universidades y la ocupación , las colonias (asentamientos) y los colonos ; rechazar la utilización de la logistica y del cuerpo docente universitario por las fuerzas de ocupación , incluido lo que se refiere a la investigación militar ;


Llamamos a los sindicatos docentes y de universitarios israelies para que voten resoluciones que toman posiciones claras contra la ocupación y que lanzen una campaña contra ella , cada uno en su actividad específica.
La libertad de enseñanza es indivisible. Pero el derecho al acceso a la educación
, a todos los niveles, es negado a los palestinos por las autoridades israelíes y ni hablar de la libertad de expresión a nivel mas elevado.
Los obstáculos erigidos por los gobienos sucesivos del estado de Israel , para impedir el acceso a la educación de los palestinos deben ser condenados y suprimidos.
Los universitarios y docentes disponen de una situacio preferencial para presionar
a su propio gobierno, para que esto pueda hacerse rapidamente.
La libertad académica, la enseñanza general y especializada, constituyen un derecho inalienable que la comunidad docente israelí debe reconocer explicitamente, defender vigorosamente et promover con determinación, por y con los docentes palestinos ;

Este texto se dirige a los docents y universitarios europeos. Solicitamos que intervengan para que sus colegas de Israel luchen para el fin de la ocupación.
Y que :
1. firmen este llamamiento
2. utilicen este llamamiento dentro de sus propios sindicatos o asociaciones, por ejemplo, pueden añadir un texto que llame a los universitarios israelies a negarse de cumplir su obligación militar de reserva en los territorios ocupados.

Solicitamos que envíen el llamamiento con su firma, o los textos diversos de su sindicato o asociación a los miembros de la Knesset , y a los militantes por la paz en Israel y Palestina.
Publicaremos la primera lista de firmas dentro de cuatro semanas. La lista siguiente en otoño , al comienzo del semestre 2005-2006.

Appello agli accademici israeliani

European Jews for a Just Peace, che è parte del movimento di solidarietà internazionale a sostegno dei diritti umani e politici, tanto degli israeliani quanto dei palestinesi, chiede agli accademici israeliani di boicottare la presenza continua dell'esercito di Israele su territorio palestinese.

Sappiamo che molti , all'interno della comunità accademica israeliana, ed anche in molti altri settori della società di Israele, comprendono
che tale presenza militare è il punto centrale del problema.

In queste circostanze, non è più sufficiente opporsi timidamente all'occupazione. Ora è necessario che la campagna contro di essa abbia
la maggior risonanza possibile.

In base alle precedenti esperienze dei movimenti per la pace e i diritti umani in Europa, pensiamo che è necessario prima denunciare e poi
interrompere tutti i legami universitari con l'occupazione - con i suoi apparati ed i suoi sforzi per sostenerla (ricerca militare inclusa) - e con le colonie e i coloni.

Chiediamo ai sindacati degli insegnanti e dei docenti universitari di firmare dichiarazioni che rendano chiaro il loro opporsi all'occupazione, e li impegnino ad agire contro di essa nell'esercizio delle loro professioni.

La libertà accademica è indivisibile. Tuttavia, ai palestinesi le autorità israeliane negano il diritto di accesso all'istruzione ad ogni livello, per non parlare del diritto di parola al massimo livello.

Occorre condannare ed abolire le barriere erette dai vari governi israeliani succedutisi nel tempo, che impediscono l'accesso dei
palestinesi all'istruzione. Gli accademici e gli insegnanti israeliani sono nella posizione migliore per far pressione sul loro governo perché ciò avvenga il più presto possibile; la libertà accademica - così come l'istruzione generale e specialistica - rappresenta un diritto umano inalienabile, che deve essere esplicitamente riconosciuto, difeso con forza e promosso con determinazione dalla comunità accademica israeliana per, e con, la comunità accademica palestinese.

Inviamo questa dichiarazione ai sindacati europei dei docenti universitari e degli insegnanti. Invitiamo coloro desiderano sostenere l'impegno dei loro colleghi israeliani a porre fine all'occupazione a fare una di queste due cose:

1. firmare la dichiarazione così com'è

2. usarla come base per una dichiarazione del sindacato di cui si fa parte. Per esempio, si può aggiungere una frase che inviti gli accademici israeliani che si oppongono all'occupazione a non svolgere il servizio militare, come riservisti, oltre il confine del primo giugno del 1967 - e cioè nei Territori Occupat

In entrambi i casi, mandate questa dichiarazione con la vostra firma, o con il testo firmato dal sindacato; lo inoltreremo ai sindacati israeliani, ai membri della Knesset e agli attivisti per la pace in Israele e in Palestina.
